water logging under the stairs

Hello,
I just build my new home and we shifted here about a month ago.
I am facing a problem here that water logging has started under the stairs.
I don't know contractor used raw material or some other problem is there.
Please help me and give me any suggestion about it. I spent a lot of money
here please give me any useful suggestion.
